다음은 국제구국연대, 국제기독교애국연대, 4.15부정선거투쟁본부 해외지부가 트럼프 미국 대통령에게 보낸 청원서신이다. 이 문건에는 한국에서 어떻게 부정선거가 추진되었는 가를 알 수 있도록 정리되어있다.

도널드 트럼프 미국대통령 각하
저희 호주, 캐나다, 뉴질랜드, 독일 및 미국에 거주하는 동포들로 구성된 국제구국연대
(SKAI)는, 지난4월 대한민국(한국)에서 실시된 국회의원선거(총선)에서 실제로 발생한
일을 비추어 보면서, 오는11월 미국 대선에서 폭넓게 실시될 것으로 보이는
"우편투표(mail-in voting)"에 대하여 각하가 우려하는 바에 전적으로 공감합니다.
We, Save Korea Alliance International (SKAI), comprised of the overseas Korean compatriots residing in Australia, Canada, Germany, New Zealand and the United States, fully share your rightful concern with the widespread mail-in voting initiative in the upcoming presidential election in November, in light of what actually took place in the general election in the Republic of Korea (South Korea) last April.
선거의 대 전제는 "모든 진성의 투표는 제대로 계수되어야 한다"는 원칙입니다.
The major premise about a national election is "every (valid) vote should count."
1. 지난 한국 총선에서는 그 규모는 알 수 없으나 상당한 량의 관외투표지가 개표소로
이송되는 과정에서 - 주로 투표함 보관소에서- 분쇄되어 쓰레기로 버려지고 대신
위조투표지로 대체된 것으로 추정됩니다. (관외투표란, 부재자투표와 비슷하나 다만
정당한 부재사유가 없어도 관외에서 투표할 수 있는 제도입니다). 말하자면, "모든
진성투표는 제대로 계수되어야 한다"는 원칙에 반하여 계수가 사기적으로 자행된
것입니다.
In the general election in South Korea, considerable amount of ballots, although the exact scale is unknown, cast from out-of-the-polling district voting are believed to have been shredded and trashed away and replaced with the new "fabricated" ballots while the ballots were being transported to the ballot-counting office -- mostly at the ballot-bin depositories. (The "out-of-the-polling district voting" is similar to "absentee voting" except that it was allowed even without valid reason for absence). In other words, not every (valid) vote was counted or votes were fraudulently mis-counted.
이번 미국 대선에서는 COVID-19의 확산을 막기 위한 일환으로 대부분의 주들이
우편투표 방식을 채택할 것으로 보입니다만, 한국에서의 경험을 비추어 보건대
우편투표는 철저한 안전장치가 없이는 조작과 사기에 노출될 위험이 농후하다는 점을
알려드립니다.
We understand that most of the states in the United States are expanding access to mail-in voting in an effort to reduce the spread of the COVID-19. We wish to inform you, based on the recent experience in South Korea, that mail-in voting is susceptible to tricks and fraud without strict safeguards in place.
2. 지난 한국 총선에서는 투표소에 선거인명부를 비치하지 않고 중앙선관위가
원격통제하는 전자선거인명부로 대신하였는 바, 이 시스템을 악용하여 실제로는
투표하지 않은 선거인(inactive voters)이 투표를 한 것처럼 대량으로 조작되었습니다.
그 수가 백만명이 넘을 것으로 추정되며, 그로 인하여 낙선했어야 할 약 50여명의 여당
후보가 당선되었고, 결과적으로 재석 300명의 국회에서 여당이 압도적 다수당 지위를
차지하게 된 것입니다.
In South Korea, they didn't have the physical voters' roll at the polling station. Rather, they had electronic voters' roll remote-controlled at the National Election Commission (NEC). A lot of inactive voters, perhaps more than a million, were fraudulently activated as fake voters or so-called "ghost voters" in the two-day long Early Voting. Those fake or ghost votes changed the election result by some 50 seats in favor of the ruling party and, as a result, the ruling party took hold of the status of overwhelming majority in the 300-seat National Assembly.
이번 미국 대선에서 우편투표가 실시될 경우 한국에서처럼 실제로 투표하지 않은
선거인이 본인도 모르는 사이에 또는 본인의 의사에 반하여 투표한 것으로 조작되는,
가짜투표 또는 속칭 유령투표가 생길 수 있음을 알려드리는 바입니다.
사망한 유권자명단을 이용한 이른바 "ballot harvesting"과 유사한 방식입니다. 이들
유령투표가 진성투표에 추가되면, 이를테면 진성투표가 할인되어(dis-counted)
계수되는 셈이 될 것입니다.
Again, we wish to inform you that, under the mail-in voting system, it is so easy to fraudulently activate the inactive voters without their knowledge or against their will -- a
form of election fraud similar to "ballot harvesting." Ghost voting similar to ballot harvesting suggests that, in effect, every (valid) vote is not counted in full but dis-counted.
3. 지난 한국 총선에서는 선거법에 반하여 화웨이 장비로 외부서버와 통신이 가능한
전자개표기를 사용하였는 바, 선거결과를 조작하기 위한 것임에 의심의 여지가
없습니다.
In South Korea, they used the outlawed electronic ballot-counting machine communicable with outside server(s) via Huawei equipments -- undoubtedly in order to facilitate manipulation of the election result.
충고드리옵기는 전자투표시스템 특히, 전자개표시스템은 선거결과를 미리
프로그램으로 조작할 수가 있으며, 완벽한 보안장치가 전제되지 않으면 외부로부터의
해킹에 취약하다는 점을 알려드립니다.
We wish to advise you that you should not trust the electronic voting system, particularly the electronic ballot-counting system because, with electronic system, the election result is programmable beforehand, i.e., manipulable, and hackable from outsiders unless maximum security is guaranteed.
4. 설상가상으로, 지난 한국 총선에서는 이런 저런 방법으로 중국공산당이 선거조작에
개입했다는 의혹이 농후합니다. 소위 '차이나게이트'로 지칭되는 이 의혹과 관련하여
다음과 같은 냉소적 비난이 회자되고 있습니다. 즉 "투표는 한국인이 하고, 개표는
중국공산당이 한다네!" 또는 1950년 한국전쟁 당시에 중공이 개입한 사실을
연관지어서 "이것은 제2의 6.25다"라고도 합니다.
Worse, it is highly suspected that CCP, the Chinese Communist Party, was involved in the election fraud in South Korea one way or another. The scandal is cynically condemned as "Chinagate" and has brought about a household phrase like: "Koreans vote, CCP counts!", or "This is the 2nd 'June 25 invasion,' referring to the Korean War where Communist China intervened in 1950.
5. 한편, 중앙선관위는 130여 건에 달하는 선거소송 건에 대하여 해명자료 제출을
거부하고 있고, 지방법원은 전자선거인명부, 전자개표기, 운용프로그램 등 핵심증거에
대한 증거보전신청을 기각했는가 하면, 선거소송을 관할하는 대법원은 조속한
재검표(recount) 요청은 물론 변론준비절차(pre-trial hearing) 요청마저도 응해주지
않고 있습니다. 그러는 와중에 적법성이 없는 새 국회는 이미 개원하여 일법활동을
하고있는 중입니다.
In the meantime, the NEC refuses to submit the evidence required for clarification of the allegations some 130 complainants filed in their election lawsuits, and the district courts have turned down the applications for preservation of key evidences such as electronic voters' roll, electronic ballot-counting machine and operation program. The Supreme Court that deals with the election lawsuits doesn't even respond to the request for pre-trial hearing, not to mention the request for prompt recount, while the new illegitimate National Assembly has already opened for legislative works.
독립기구로서 국민에게 봉사해야 할 선관위가 집권 문재인정권과 결탁하여 또는 그
지시 하에 의도적이며 조직적으로 '반민주범죄'를 범하였고 이를 은폐하고 있음이
명백합니다. 한편 정치적인 관점에서 볼 때, 노골적으로 종북.친중인 이 정권은 언론과
사법부에 이어 이젠 입법부까지 완전 장악함으로서 그들이 품고 있던 반역적 정책 즉,
내적으로는 자유민주주의(liberal democracy) 체제를 유사전체주의(soft fascism)
체제로 바꾸고, 외적으로는 한.미.일 자유민주주의 세력권에서 탈피하여 북.중,러
공산전체주의 세력권으로 편입하려는 시도를 거리낌 없이 추진할 것입니다.
사정이 이러한 즉, 각하에게 다음과 같이 진심을 담아 충고와 청원을 드립니다:
It is obvious that the NEC, obliged to serve the nation as an independent commission, committed, and is trying to cover up, the "crimes against democracy," deliberate and systematic, in collusion with or under the orders of the regime in power, the Moon Jae-in regime. From a political perspective, on the other hand, the regime, blatantly pro-NK and pro-CCP, has seized absolute authoritarian power over the media, the judiciary and now the legislature. It's next move would be to push forward its cherished agenda, treacherous in nature, without hesitation -- that is, internally, converting liberal democracy into "soft fascist" state and, externally, deserting the free democratic bloc of the U.S-ROK-Japan to side with the totalitarian communist bloc of China-NK-Russia.
(1) 근자 한국에서 있었던 사례를 들어, 우편투표 제도의 문제점을 전국에 걸쳐
적극 홍보하십시오.
To let it be known proactively throughout the union about the susceptibility of mail-in voting system, citing the case recently experienced in South Korea
(2) 중국공산당에 의한 선거개입 가능성에 대해 사전 예방조치를 취하십시오.
To take precautionary measures well in advance against the potential CCP interference with the election
(3) 문재인정권으로 하여금 국내외의 신임을 회복하는 차원에서, 선거조작 혐의에
대하여 - 2019년 볼리비아 대선에 대해 취했던 OAS감사와 유사한 - 독립적인
국제감사를 수용하도록 강력히 촉구해 주십시오.
To engage and empower the freedom-loving patriotic people of Korea who are taking to the streets against the Moon Jae-in regime's "crimes against democracy," for the sake of liberal democracy and the U.S-ROK blood alliance.
(4) 자유민주주의와 한미혈맹을 지키기 위하여, 문재인정권의 '반민주범죄'에 대해
거리 투쟁에 나서고 있는 한국의 자유애호 애국국민들과 소통하고 그들에게 힘을
실어 주십시오.
To engage and empower the freedom-loving patriotic people of Korea who are taking to the streets against the Moon Jae-in regime's "crimes against democracy," for the sake of liberal democracy and the U.S-ROK blood alliance.
한국에서 있었던 선거조작 사태는 단순히 남의 문제가 아니라 미국에서도 직면할 수
있는 문제로서, 그러나 각하의 확고한 지도력으로 성공리에 대처될 것으로 믿습니다.
공정하고 조작이 없는 선거라면 각하는 무난히 재선될 것으로 우리는 믿어 의심치
않습니다. 우리는 또한 중국공산당과 그들의 오만하고 부도덕한 팽창주의에 대한
전면전에서 미국이 승리할 것을 믿어 의심치 않습니다. 대통령 각하, 감사합니다.
아메리카에 신의 가호를 빕니다!
The rigged-election that took place in South Korea is not just one of their problems.
It could be one of the problems to be faced with in the United States as well, and to be successfully coped with, though, by your determined leadership. We have no doubt that you will be reelected easily in a fair and fraud-free election. We also have no doubt that you will win the all-out war against the CCP and its expansionism, arrogant and immoral.
